In 1829 at the Virginia Constitutional Convention, there was a long raging debate about including a titles of nobility amendment in the Virginia State Constitution. At one point in the debate Mr. Taylor stated on page 624, "It's was now the law of the land, as much as if it were in the Constitution."

What he was saying was that Article 13 was now the law of the land as much as if it were in the Virginia Constitution.

But, what's most important is to understand who was at this convention and heard this statement.

[James Madison], [James Monroe], [John C. Marshall], [Benjamin W. Leigh], [William B. Giles], [Philip P. Barbour], and many others who were members of the 15th, 16th, and 17th Congresses of the United States.

So, not only did Virginia believe that Article 13 had been lawfully adopted, but there was no objections or corrections recorded from anyone at the convention with regard to Mr Taylor's statement.
